Fellow blogger, Di received this message on the forums with regard to those of us who have free accounts with WordPress. It sounds as if we will not fall under the new restrictions for free accounts unless we start a new blog under a different name. Thanks for sharing, Di!
Hurrah!
This has just come into my email and whilst the name is a little suspect, I am relieved.

Hi @pensitivity101 happy to clarify that existing free sites created before March 31 2022 are unchanged.
I see your site is about 9 years old (which is awesome!) and can confirm that it still retains the 3GB limit on media storage, and no limits on traffic.
To further clarify, the new limits would apply if you created a new (second) site under your account. The new limits would also apply if you upgrade your existing site, but as long as you keep https://pensitivity101.wordpress.com/ a free site there is no change whatsoever, as mentioned above.
Hope that helps. Please let us know if you have any more questions.
Hope this is of help to bloggers in a similar position to myself.
And if anyone comes to understand the rules the rules will immediately change. If the storage limit drops to 0.5 GB I will have lots of deleting to do. Thanks for the heads up.

Hopefully we are okay for now. I am coming up on my maximum, so I will need to delete media soon to stay in check.

Thanks for staying on top of this, Maggie.

It would have been so easy for them to communicate their intentions, Dan. It is just a shame WordPress takes such a clandestine approach to these things.
